2.2.2012 2011: Selling of fuel under the inspection of the CTIA and the public (Final Report)(Prague, January 25, 2012) At the start of the year 2011, the Czech Trade Inspection Authority promised to increase the number of fuel controls and to provide more detailed information in the respective field. The objective was both to increase the protection of consumers as well as fair entrepreneurs and companies and both to use new inspection mechanisms to increase discipline of entrepreneurs in the fuel market. Regarding the information about controls’ unsatisfactory results, as from April 20 the CTIA has published legitimate decisions about detected defects and amounts of sanctions on its website. The CTIA headquarters also kept its promise to increase the number of taken fuel samples in the rate of at least 20%. Totally 2,303 fuel samples were taken – which is 437 more (23.4%) than in 2010. Also a mobile laboratory joined the inspection activities and examined 113 samples. On the grounds of its 11 findings, selling of 102 poor quality fuel samples was banned at the spot. During 2011, totally 102 nonconforming fuel samples were found, i.e. 4.4% of all the checked fuel samples. “The complex of the actions taken has brought its positive results as the rate of nonconforming fuel samples decreased in terms of 3.5% when compared with the previous year 2010,” said Jan Štěpánek, the Director General of the Czech Trade Inspection Authority.30.1.2012 CTIA alerts: Children can suffocate when playing flutes (Prague, January 19, 2012) As the controls carried out by the Czech Trade Inspection Authority have shown, there are still toys that are offered in the Czech market despite the risks they pose to the smallest users, i.e. to children. In Western Bohemia, inspectors of the CTIA found plastic and metal flutes that can damage children’s health or endanger their lives even when used in a common way. The flutes have no detailed marking and information and are so small that the child might choke when playing – as these toys are designed for oral use. Selling of these products was banned.30.1.2012 CTIA: In December, motor oil was of the year's poorest quality (observing and monitoring of fuel quality - December 2011) (Prague, January 13, 2012) Evaluation of results of fuel controls carried out by the Czech Trade Inspection Authority in the last month of 2011 showed that inspectors found the highest number of noncomplying motor oil samples when compared to the rest of the year. 9 of 76 taken samples failed appropriate standards’ requirements in one or two criteria; in 4 cases, the breaches were very serious, thus there was a suspicion of illegal manipulation with fuel. The number of noncomplying motor oil samples caused increase of the total average of poor quality fuel in December – it increased up to 7.4% in comparison with November (the increase was more than 3%). In motor petrol, only one of 70 taken samples failed.27.1.2012 Tour operators and travel agencies mislead consumers again (Final Report of 2011) (Prague, January 5, 2012) Last year’s statistics have not been provided by travel operators, yet, but even if they were published, we would probably not learn how satisfied their clients were. Nevertheless, 154 complaints and overall results of 284 controls carried out by the CTIA last year have shown that there were quite many consumers disillusioned or very unsatisfied. There were several reasons for such dissatisfaction: consumers were not informed truthfully about all services’ conditions, the services’ extent or prices and last but not least the reality did not always comply with what the clients expected from their vacation on the grounds of the provided information. “Although the results were slightly better than in the previous year, more than one fourth of the checked touristic services providers breached law. 55 tour operators and travel agencies were imposed fines in the amount of CZK 362,000 and other administrative proceedings are still in progress”, said Jan Štěpánek, the Director General of the CTIA.11.1.2012 Rehabilitation beds under the CTIA supervision (Project's final report) (Prague, January 2, 2012) Medical devices – rehabilitation beds are mostly designed for health care providers and masseurs or rehabilitation workers and the CTIA control was focused especially on the beds’ manufacturers. Four bed types were checked at 2 manufacturers and 2 distributors and defects were found in 1 type. After its manufacturer had not provided all documentation necessary to assess conformity in a stated way, the manufacturer was issued measures to remedy and was imposed a fine at the spot. Further controls will be focused on beds used directly in rehabilitation facilities. 30.12.2011 Do you buy discounted goods? Be careful about correct prices and marking! (Interim report - third quarter of 2011)(Prague, December 28, 2011) Discounts and sales have become popular among Czech consumers – in the spring, summer, autumn, winter time and within Easter and Christmas - and even without “total sales” and “bankrupt prices”. All though out the year you can find various discounts and advertisements say that some reach up to 80%. It is even hard to believe that sellers are so nice to their customers... Or is it just another way to get some more money for things which customers don’t really need and which they sometimes even cannot afford? The CTIA inspectors check whether discounted products are marked properly and what is the level of sale. “In the third quarter of the year we carried out more than 700 controls and found breaches of legally provided obligations in more than one third of the checked workplaces. So far, about 200 sanctions in the amount of more than 1.5 million crowns were imposed. Controls of post-Christmas sales have just started,” confirmed Jan Štěpánek, the Director General of the CTIA. 29.12.2011 Pre-Christmas sale - most fines concerned chains and toys (Interim report from December 1 to 20)(Prague, December 22, 2011) The same as in the previous years, this year’s inspection activity of the Czech Trade Inspection Authority concentrated on sale of traditional assortment in the pre-Christmas time. During this period, inspectors focused especially on various fairs, sale of Christmas trees, fish and pyrotechnics. They checked stalls and spots of sale of 377 sellers and found infringements of obligations in 92 cases, i.e. 25% of cases. They imposed 49 fines at the spot in the amount of CZK 68,500. Controls will continue until the end of the year. 23.12.2011 CTIA: Number of significant findings in fuels increased in November (Interim report - November 2011) (Prague, December 22, 2011) In November, the CTIA inspectors took 239 fuel samples at filling stations on the whole territory of the Czech Republic. 11 samples, i.e. 4.6%, failed the quality standards’ requirements. Laboratory analysis showed deviations in quality in 3 motor petrol samples, 7 motor oil samples and 1 mixed motor fuel sample. Four samples were examined in a mobile laboratory and after poor quality was detected in 1 sample, selling of motor petrol was banned until remedy. In comparison with the previous month, the quality of motor petrol, motor oil and mixed fuel decreased. There is a suspicion of intended manipulation with fuel in totally 6 samples, i.e. in 3 motor petrol and 3 motor oil samples. The CTIA will keep on checking fuel quality till the end of the year. 20.12.2011 Control of protective glasses for motorists and cyclists (Project's final report)(Prague, December 16, 2011) There are still discussions about the importance of protective glasses for various activities. However, motorists and cyclists are sure: they cannot drive without any high quality protective glasses. This is why the Czech Trade Inspection Authority focused its project on checking these personal protective tools. All inspectorates of the CTIA participated in the action and checked totally 26 subjects, i.e. the tools’ distributors, during 2011. 13.12.2011 There are risky products in the market, some miss information and manuals! (Prague, December 8, 2011) It is most probable that there are no parents who would not want the best for their children. The “best” does not always mean the nicest or the most expensive, but above all healthy and safe. Safety is the elementary requirement that should be especially met in products designed for children care among which baby-coaches play a major role. Within an annual control action, inspectors of the Czech Trade Inspection Authority monitor how manufacturers and importers observe obligations provided by the Act on General Safety of Products when placing such products on the market. In the third quarter of the year, breaches of obligations were found in 6 of 39 controls. Four products were taken to laboratory assessments and two of them failed the criteria for general safety and will be filed in the RAPEX system. 13.12.2011 Control of noise emissions from welding generators and electric generator sets (Project's final report)(Prague, December 7, 2011) The control action was carried out in order to answer the question whether examined welding generators and electric generator sets that are placed on the Czech internal market meet technical requirements of appropriate legislation – especially whether there are products that do not meet basic safety requirements. Totally 69 products of 43 types were checked and deficiencies were found in 6 products of 5 types. Inspectors were shown manufacturer’s technical documentation for 2 products of 2 types without any examinations of noise and electromagnetic compatibility and another product was distributed without any marking on guarantied acoustic performance, i.e. they did not meet technical requirements on products from the view of noise emissions. Other 4 examined products (3 types) were distributed without any attached declaration of conformity. In all cases, obligations provided by the Act No. 22/1997 Coll. on Technical Requirements on Products were breached. 8.12.2011 They still sell fakes at the Hatě marketplace!(Brno, December 7, 2011) Another control carried out by the Czech Trade Inspection Authority has proven that retailers at the Hatě border marketplace still offer and sell products illegally marked with trademarks of world leading companies. These sellers continuously substitute previously confiscated product by other products infringing some intellectual property rights. Within the control action held on Thursday December 1, the CTIA inspectors took totally 763 pieces of fakes of clothing, shoes and fancy goods in the prices of more than 6 million CZK as calculated by the prices of original products. 7.12.2011 CTIA started its activities concerning Christmas fairs(Prague, December 6, 2011) Christmas fairs deliver the true pre-Christmas atmosphere. We can find both traditional decorations and both the typical Christmas refreshments under the bright Christmas tree. The smells of mulled wine, mead, grog, roasted chestnuts or trdelníks mix and one’s eyes admire the skilfulness of craftsmen and their pieces of art created directly at spot. However, also in this wonderful atmosphere retailers have to abide with laws – inform customers about the products, their prices and comply with the rules of fair selling. The CTIA inspectors found breaches of these obligations on three of nine sellers within the very first control at one of Prague’s Christmas fairs already. Such controls of Christmas fairs will continue not only in Prague, but on the whole territory of the Czech Republic. 5.12.2011 Laws apply on sellers at flea markets, too!(Prague, December 2, 2011) Are there any things that you do not need any more, but you would like them to serve to someone else again? Or do you – on the contrary – need to buy stuff for a good price and you do not require it to be entirely new? At flea markets you can buy or sell almost anything, just like toys, clothing, books, paintings, decorations and various curiosities. However, there are rules also for this type of sale. That is why on November 26 the CTIA inspectors came to the largest market in Kolbenova Street in Prague to check how sellers abide with the Act on Consumer Protection. 1.12.2011 CTIA: Information about material composition of textile products is deceitful(Prague, November 29, 2011) Have you ever had the feeling that a cotton shirt or t-shirt is not made of cotton and instead of absorbing your sweat it sticks to your body? Has this happened despite the fact that on the inwrought tag it was written “100% cotton” in 7 languages? If so, then you experienced the same as the CTIA inspectors who took 7 various textile products with the marking “100% cotton”. Laboratory analysis showed that the marking was true only in one product! 30.11.2011 Playing soldiers and cops can end up with injuries(Prague, November 28, 2011) Do your children long for playing soldiers and policemen and thieves and you have bought them appropriate equipment? You should know that there are such toys that can hurt your children even when they use the products in a common and predictable way! The Czech Trade Inspection Authority found that three sets of products that pose risks mainly to children are offered in the internal market. These are the soldier sets named „Weapon Police“ and „Police Weapon Swat“ a also the police set named „Police Force Gun“. Within the control it was found that the missiles’ suckers are easy to separate, thus a situation may occur when after a child puts the missile in its mouth, the sucker will separate and block the respiratory system, so there is a danger of suffocation or swallowing the sucker. The CTIA banned selling of these dangerous sets and their distributor subsequently withdrew these products from the market. 25.11.2011 CTIA alerts: Bike Tong Che is dangerous to children!(Prague, November 23, 2011) Inspectors of the CTIA carried out controls of bikes for children and found that there is a product without any obligatory information provided. A laboratory subsequently submitted the suspicion that the bike poses risks of children’s injury. Analysis showed that there are several defects and that each of them can be dangerous to health and safety even if the bike is used in a common and predictable way. Despite the fact that the Czech Trade Inspection Authority banned selling of the bike Tong Che and the distributor subsequently withdrew the product from the market, it may be possible that the bike is still sold in some shops. 24.11.2011 When purchasing a children bike, always require information! (Interim report from the third quarter of 2011)(Prague, November 22, 2011) You may be thinking about purchasing a bike for your child to make him happy on the Christmas Eve. But before you start exploring the market, you should pay attention to the following information. Within continuous controls of importers and shops selling children bikes, the Czech Trade Inspection Authority found that not all of them take good care of their business. Inspectors found that almost one fifth of them sell products without any manual and without any proper information. Therefore, buyers should not forget that child’s safety and health very much depend on proper selection of the bike and on how they follow the manual. 23.11.2011 CTIA alerts: Squeaky toys can be dangerous! (Prague, November 21, 2011) Do you know what your children play with? You should regularly check whether any small part separated from toys when your kids played with them. There is a risk that a squeaky segment separates from a cute squeaky turtle accompanied with small turtles and can even cause suffocation. The Czech Trade Inspection Authority found that this product is available in the Czech market and it banned its sale. The distributor subsequently withdrew the product from the market. 23.11.2011 Results of controls of fuel quality in October 2011 (Prague, November 16, 2011) Only 1 inconvenient motor petrol sample and 6 inconvenient motor oil samples were found within the controls of fuel quality on the territory of the Czech Republic in October. Samples of other fuels showed no defects. Totally 7 of 213 taken and examined fuel samples failed, i.e. 3.3%. Out of the total number of the taken samples, 5 samples were examined in a mobile laboratory and all of these met requirements of particular quality standards. 22.11.2011 CTIA warns: Children bike Rocket Engine poses risks to health(Prague, November 15, 2011) The Czech Trade Inspection Authority warns consumers that a dangerous bike which can pose risks to children’s health is offered in the Czech market. It is the children bike Rocket Engine 12’’ whose rear wheel does not brake and is placed higher than stabilizer wheels. Selling of the product was banned and the distributor withdrew the bike from the market. This product will be filed in the RAPEX system. 22.11.2011 CTIA warns against risks at playgrounds (Prague, November 11, 2011) Lately we have heard news about children’s injuries or even fatal accidents at sporting venues, playgrounds and similar facilities. Is it human failure within obligatory maintenance that is the cause of these sad and tragic situations or is it dangers of the playgrounds and sporting venues as such and their playing elements? Activities of the Czech Trade Inspection Authority as well as authorities on the European level are focused on the playgrounds’ safety in order to minimize risks of individual playing elements. During the third quarter of 2011, CTIA inspectors checked totally 86 playgrounds and found defects (breaches of Technical Requirements on Products) in 24 cases. 16.11.2011 Water toys contained phthalates! (Partial report of the third quarter of 2011)(Prague, November 8, 2011) Summer ended, but people still can use water toys designed for swimming that contain phthalates as the controls carried out by the Czech Trade Inspection Authority proved. Within 90 controls, 8 products were selected for laboratory assessment because they were suspected to pose risks to children’s health due to their inconvenient mechanical and physical features. The suspicion has been proven to be true in 7 of the taken samples so far – they contained excessive amount of phthalates in the rate of 6.1% to 12.2% while the maximal allowed amount is 0.1%. Defects were found in totally 36 controlled subjects. Apart from bans of sale and actions taken to remedy, 16 fines in the total amount of CZK 18,000 were imposed; other administrative proceedings are still processed. 22.11.2011 CTIA alerts: Children bike FOX is not safe!(Prague, November 9, 2011) The Czech Trade Inspection Authority found that in the Czech market a bicycle is sold which can pose risks of injury to children even if used in a common and predictable way. The children bike is made in China and its importer is the Bohemia Corporation, s. r. o. company. An expert assessment showed that screws are not secured properly, handlebars’ covers do not meet requirements on diameter, handlebars and seats are instable and stabilizer wheels do not meet requirements on solidity and deform. CTIA banned selling of this bike and its distributor took action and withdrew the product of the market. 16.11.2011 Sellers used the All Souls' Day(Ostrava, November 4, 2011) What is connected with the All Souls’ Day? The memory of those who are already gone, visit to the place where they rest in peace, a candle, a flower or a wreath and a quite devotion concerning transience of life. For most entrepreneurs selling this assortment this is the time of huge profits, however there are also those who are not fair to consumers and who do not observe legal obligations. This was the reason why the inspectors of the Moravskoslezský and Olomoucký Inspectorate of the CTIA focused on the level and fairness of selling products designed to honour the All Saints’ Day. They found defects in 28 of 47 controls, banned selling of almost 300 products and imposed fines in the amount of CZK 19,500. 8.11.2011 Both credit intermediaries and providers breach law! (Partial report of first 9 months of 2011)(Prague, November 1, 2011) Before the end of the year, “favourable” credit offers attack consumers more and more often. Despite the fact that it has been almost a year since the new Consumer Credit Act came into force and provided more restrictive creditors’ obligations and newly introduced obligations of consumer credit intermediaries, the CTIA inspectors still find repeated defects. The most frequent findings concern advertisements and offers concerning provision of consumer credits without obligatory information about the intermediary and a representative example or both. However, consumers tolerate these defects and sign intermediary contracts without being familiar with the terms and conditions and without having any certainty of really getting the credit. Subsequently they get stuck in a financial trap as a result of lack of their interest in important information. In the first 9 months of 2011, controls proved inspectors’ findings from the first half-year – more than a half of all controlled creditors and intermediaries breached their obligations towards consumers. Particular legal provisions were breached in 111 of 212 checks. So far, 73 fines in the total amount of CZK 776.000 were imposed; other administrative proceedings have not ended, yet. 8.11.2011 CTIA warns: Air refreshers are interchangeable with fruits(Prague, November 3, 2011) The Czech Trade Inspection Authority alerts consumers that products that pose risk especially to children are offered in the Czech market. These products are interchangeable with groceries. It is air refreshers in the shape of two strawberries with a stem and two cherries with a stem. Both products are interchangeable with real fruits due to their shape, appearance, smell and colour. Their possible consumption and related complications may be assumed mainly in persons with low ability to distinguish, especially in children. Putting in mouth, snapping a little part, chewing or swallowing poses a risk of suffocation or blocking the digestive tract. The CTIA banned selling this product. 8.11.2011 CTIA alerts: three-wheelers can injure children(Prague, October 27, 2011) The Czech Trade Inspection Authority found that products that may pose risks to children’s health are offered in the Czech internal market. The two products (three-wheelers) come originally from Poland and are marked as Tříkolka Policja RF 1, EAN: 5903598000078, and Tříkolka Policja, EAN: 5 903263 999065. In both toys it was found that spaces between the three-wheeler’s bodies and turning forks are so narrow that it can be presumed that if a child put his fingers in there, it may get injured. 1.11.2011 CTIA: Sellers of Bohemian garnets deceit consumers!(Prague, October 18, 2011) Results of last year’s controls showed that consumers were not professionally and properly informed about features of goods purchased in jewellery shops where Bohemian garnets are offered. Truthful information is very important to consumers choosing jewels filled with stones as the information may significantly influence their decision concerning such purchase. This is why the Director General Jan Štěpánek decided that controls would continue with the stress on areas frequently visited by tourists. Except for Prague, the controls took place also in Karlovy Vary, Mariánské Lázně, Plzeň, České Budějovice and Český Krumlov at the end of July and beginning of August this year. Results showed that sellers use deceitful commercial practices when offering these stones – consumers were not truthfully informed about the origin of the offered stones in 12 of 16 examined shops. 27.10.2011 Fuel quality worsened in September (Interim report from first three quarters of 2011) (Prague, October 18, 2011) The Czech Trade Inspection Authority took totally 1,685 fuel samples in the first three quarters of 2011 and found 72 fuel samples that were not in compliance with particular standards. The highest number of nonconforming samples was in motor oil (39); in terms of other fuels, there were 16 nonconforming motor petrol samples, 9 mixed fuel samples and 4 both FAME and Ethanol 85 samples. One sixth of these samples, i.e. 12 samples were found in September. “The results of the past month have shown increase in the number of nonconforming samples and decrease of fuel quality down to 7% which is the worst result of 2011, so far,” said Jan Štěpánek, the Director General of the Czech Trade Inspection Authority. This year, the CTIA lawfully imposed 76 fines in the total amount of almost 11 million CZK for sale of pure quality fuels. 26.10.2011 Means of civic entertainment may endanger both health and life(Prague, October 18, 2011) Means of civic entertainment are sources of risk to safety of consumers who are not able to neither recognize nor defend such risks. When the products are used in a common way, the dangers concern especially children and persons with limited ability to move and with limited orientation. This is why after serious injuries, including 2 fatal cases, in 2009 and 2010 the CTIA management decided that controls will be carried out also at operators of means of civic entertainment in compliance with competencies given to the CTIA by the Act on General Safety of Products. Although only one case at the Matějská pouť (St. Mathew’s Fair) has been investigated this year, controls at 16 producers of various attractions were carried out until late September and defects were found in 15 cases. Other controls took place at 158 operators: 346 attractions were examined and breaches of obligations were found in 34 cases. 25.10.2011 Presentation events - traps for both seniors and inspectors (Interim report - first three quarters of 2011)(Prague, October 18, 2011) Trip only for CZK 99, gifts for ladies and gentlemen and for married couples... Who would resist such offer? The bus picks you up not far from your house in the morning and drops you at the same place in the evening. Who cares about a 3-hour presentation of God knows what miracles being a part of this “trip of knowledge”? I do not want to buy and will not buy anything, I will get some sleep, meet friends from the neighbouring village and learn what’s new... and in the end I will get a bottle of wine, a present I can always use. This is what a pensioner thinks after finding a presentation event invitation in his mailbox in which the event is presented as a trip. However, subsequent complaints received by the Czech Trade Inspection Authority concerning manners of companies’ representatives and contracts concluded at presentation events as well as the experience of CTIA employees are far away from idyllic trips. Breaches of one or more obligations provided by law were found in 120 out of 170 control actions carried out in the first three quarters of this year, i.e. 70.6% of the controls. So far, 71 fines in the total amount of 1.3 million CZK have been imposed. 14.10.2011 CTIA: Handgun missiles are not safe(Prague, October 4, 2011) The Czech Trade Inspection Authority warns against several toys. Handguns with suction cups missiles can be dangerous to children. Concretely these products are: army set Laser Gun Super Power MU 1317 and 96 PC/CTN and two police sets marked as Police Gun Force Shoot Game MU 1314 480 PC/CTN and Police Weapon set, designed for children from 3 years of age. 13.10.2011 CTIA: E-shops' business terms and conditions must not be deceitful(Prague, October 5, 2011) The Czech Trade Inspection Authority will keep examining Czech e-shops as it has done so far. If its inspectors find out that information provided at a web page of an e-shop e.g. in general terms and conditions are in contradiction with the interpretation of the European Court of Justice, the finding will be investigated as suspicion of infringement of the Act on Consumer Protection. In the consequence of pieces of news informing about consumer rights concerning withdrawal from distance contracts, i.e. especially in e-shops, and frequent information requests concerning the topic, the CTIA provides the following information... 13.10.2011 Sliding Baby Carriage can hurt children(Prague, October 3, 2011) The Czech Trade Inspection Authority alerts consumers that in the market there is a product posing a risk of injury to children. The car designed for the smallest children has unacceptable space between the car body and the front wheels when turning the steering wheel. In edge positions there is a threat of clenching or injuries of fingers. The CTIA banned selling of the product and its distributor subsequently withdrew the product from the market. 13.10.2011 Dangerous product - doll buggy(Prague, September 30, 2011) Within an inspection in the internal market, CTIA inspectors found that in the Czech Republic a toy is offered which - due to its construction - poses a risk to children. An expert assessment confirmed that the doll buggy made in China is dangerous to children. The CTIA banned the sale of the product and its distributor subsequently withdrew the product from the market. The buggy carries the marking “No: 09699 „Baby car“ artikl: 131071 Vyrobeno v Číně - PENG HUI TOYS”. 30.9.2011 CTIA at NATO Days in Ostrava(Ostrava, September 29, 2011) Are you also interested in military, police or rescue technology, shows of special units training, air displays and different kinds of equipment used by units? All of this was available at the tenth year of the NATO Days in Ostrava on September 24 and 25. Not only exhibitions and displays, but also several tens of workplaces with refreshments and souvenirs were prepared for tens of thousands of visitors. Level of the provided services was examined by two inspectorates of the Czech Trade Inspection Authority seated in Ostrava and Brno. Inspectors carried out 15 controls and found defects in 8 cases (53.3%). 30.9.2011 Marketplace Lipový dvůr - fakes in the price of 43 millions CZK(Prague, September 26, 2011) On September 8, 2011, the Plzeňský and Karlovarský Inspectorate of the Czech Trade Inspection Authority participated in a common control action organized by the National Drug Headquarters of the Police of the Czech Republic at the marketplace Lipový dvůr in Aš. The CTIA took almost 38,000 pieces of fakes of more than 50 trade-marks and illegal copies of music and film discs in the calculated originals’ price of 43 million CZK. 22.9.2011 CTIA: It is not easy to prove consumer discrimination (Interim report of the first half-year 2011)(Prague, September 16, 2011) Although discriminative conduct is illegalized to sellers and services providers, consumers still face it in various forms, including racial discrimination. Except for these notifications, the CTIA examines also complaints concerning dual-pricing for the same services under the same conditions as well as other forms of consumer discrimination, especially in alimentation and accommodation facilities or workplaces where such practices could possibly occur. Within the controls of such focus, inspectors detected consumer discrimination in 15 cases and other breaches of obligations were found in 189 out of 447 examined workplaces. They issued fines in the amount of almost 1 million CZK. 19.9.2011 CTIA examined sellers at wine festivals in Mikulov and Znojmo(Brno, September 15, 2011) Sunny September is convenient not only for various trips, but also for wine growers who reap the first wine grapes and federweisser. Who would resist the opportunity to meet friends and drink good wine with them? Thousands of people used the opportunity and enjoyed traditional wine festivals in Znojmo and Mikulov where 26 selected sellers were examined by the CTIA inspectors. Only 5 breached the Act on Consumer Protection. 16.9.2011 CTIA: Fuel quality improved in August (Interim report on fuel quality results in August 2011) (Prague, September 13, 2011) In August, the Czech Trade Inspection Authority kept on monitoring fuel quality on the whole territory of the Czech Republic as scheduled. Out of the total number of 200 fuel samples taken and examined in August 2011, 5 samples (i.e. 2.5%) failed the quality standards’ requirements. 16 samples were examined in a mobile laboratory and on the grounds of a finding, immediate ban on sale of motor oil was issued at the spot until remedy. Quality noncompliant with appropriate standards was detected in three motor oil samples and two mixed fuel samples; quality of motor petrol and other examined fuels showed no defects. August brought a lower number of pure quality fuel samples in comparison with July. August also brought the best interim results of 2011. 15.9.2011 Controls of sale of cigarettes and tobacco products (Interim report of the second quarter of 2011)(Prague, September 9, 2011) Within controls focused on tobacco products, the CTIA inspectors examined 548 workplaces in total and found breaches of one or more obligations as provided by law in 216 cases, i.e. 39.4% of controls. Infringements of the Act on excise duties were found in 41 cases; however infringements of the Act on Consumer Protection were much more frequent. Failures to provide information about offered products’ and services’ prices belonged to the most frequent breaches (in 65 cases) the same as failures to provide information concerning products and their marking (in 70 cases). So far, 138 fines in the total amount of CZK 315,400 were imposed. 9.9.2011 Unfair sellers are also at farmers' markets (Interim Report - second quarter 2011)(Prague, September 7, 2011) Have you also got attracted by farmers’ markets? Guarantied fresh vegetables and fruits, free-range eggs, homemade cheeses, sausages and other products from gardens, fields and from both minor and major retailers and growers from the nearest surroundings... And when you get tired of all the walking around, you can rest for a while at a refreshment stall. Quality of agricultural and farmer products was inspected by the State Agriculture and Food Inspection Authority; fairness of sale at farmers’ markets and observance of other obligations defined by the Act on Consumer Protection was examined by the Czech Trade Inspection Authority in a national control action. Within a hundred controls, inspectors found that 35 sellers breached their obligations and they imposed 26 fines in the total amount of CZK 27,000; other 9 controlled subjects will be imposed fines in administrative proceedings. 9.9.2011 CTIA supervised the Země Živitelka exhibition(České Budějovice, September 7, 2011) The exhibition mall in České Budějovice annually hosts one of the major fairs focused on agricultural and food production. Within the last week of August, several hundreds of exhibitors and sellers of various products came here to offer agricultural machinery, novelties in forest and water management or food production; they also prepared presentation events of consumer goods, food products and refreshments. With regard to the exhibition’s significance and range, also inspectors of the Jihočeský and Vysočina CTIA Inspectorate are regular visitors of the fair. And this year they found breaches of obligations in 40% of controls. 8.9.2011 Fakes were purchased at marketplaces, in boutiques and also online (Interim report of the second quarter of 2011)(Prague, September 6, 2011) In the second quarter, controls of fakes were focused not only on traditional marketplaces, but also on boutiques and shopping malls in large cities. Offers of “branded” products in e-shops were also included. Within 654 controls, the CTIA inspectors found that 8 of each 10 checked persons breached one or more obligations defined by the Act on Consumer Protection and 50% of sellers were offering fakes of branded products. Totally 22,332 pieces of fakes were taken in the calculated originals’ price of 73.5 million CZK. In the second quarter, 315 fines were imposed in the total amount of more than 1 million CZK. 2.9.2011 CTIA: One day at Prague's marketplaces(Prague, August 31, 2011) Controls of all Prague’s marketplaces were carried out during one single day in Lipence, River Side Marketplace in Holešovice, SAPA in Libuše, at marketplaces Na Knížecí, in Pankrác and in Tiskařská. Controls were focused mainly on fairness of sale, proper marking of goods and also on offering and selling fakes. Out of 400 controlled workplaces, breaches of one or more obligations were found in 30 cases. Defects were found in two of three controlled taxi cabs. In 13 stalls, inspectors took 2,161 pieces of fakes in the originals’ price exceeding CZK 4 million. Sale of fakes was newly detected at the marketplaces Na Knížecí and in Pankrác where fakes were not found within previous control actions. This is another reason for permanent monitoring of all Prague’s marketplaces. 31.8.2011 Observing and monitoring of fuel quality (partial report of July 2011)(Prague, August 29, 2011) In July, CTIA inspectors took totally 171 fuel samples at filling stations on the territory of the Czech Republic. 6 of these samples failed quality requirements, i.e. 3.5%. Quality of motor petrol worsened when compared to June 2011; it declined down to 4.1% which is the worst result of the year. On the other hand, number of nonconforming motor oil samples lowered to 2.7% which - on the contrary - is the best result this year. Results according to fuel types are shown in the attachment that also includes the detected nonconforming criteria. Mobile laboratory was used to examine 21 of the 171 taken fuel samples. Sale of motor oil was banned until remedy at one filling station. 31.8.2011 Children's bikes still sold without information (Continuous report of the second trimester 2011)(Prague, August 26, 2011) In the second trimester of 2011, all CTIA inspectorates focused on controls of back wheel driven children’s bicycles with the maximal seat height in the range from 435 to 635 mm. In 17 out of 77 workplaces (22%), inspectors found breaches of obligations and requirements defined for these products by the Act on General Safety of Products (Act No. 102/2001 Coll.). 4 samples were taken to product safety assessment – one product met general safety requirements and other three are still examined. Administrative proceedings will be launched with eight sellers and one case is still being investigated. 31.8.2011 Think about your child's safety when choosing a baby-coach! (Continuous report of the second trimester) (Prague, August, 2011) When choosing a new baby-coach, not only elegant design, but above all safety criteria should be considered by consumers. Results of a continuous control activity of the Czech Trade Inspection Authority can help in this respect. The objective of particular controls is to find out whether products are sold in the Czech market which could damage children’s health due to inconvenient mechanical and physical features, bad construction or insufficient or incorrect information on use of products. During the second trimester of 2011, failures to obligations defined by the Act on General Safety of Products were found in 7 cases out of 42 controls (16.6%). One of two taken baby-coaches failed examination. 30.8.2011 Toys from vendors: few defects (Partial report - second trimester 2011)(Prague, August 25, 2011) Plastic eggs, rubber balls (“hopík”), cars, animals and various figures are attractive to children. It is because all these toys are so cute and “for a few bugs, mum”. However, there might be risks to children’s health. This is why inspectors of the Czech Trade Inspection Authority checked 42 toy vendors in the second trimester of 2011. The objective was to check fulfilment of obligations related to safety requirements on toys. Breaches of these obligations were found in 8 cases (19%). 30.8.2011 Credit contracts and credit offers do not comply with laws (partial report - first trimester 2011)(Prague, August 23, 2011) The new Consumer Credit Act making creditor’s obligations more restrictive and introducing obligations of consumer credit intermediaries has been in effect since January 1, 2011, but some seem not to have noticed it. Consumers enable creditors and intermediaries to do so, too, trustfully entering unfavourable contracts concerning “expensive money” despite such contracts are not easy to opt out without significant financial loses. Inspectors found this within control actions taken at non-banking subjects during the first half-year of 2011. Almost half of the checked creditors and intermediaries breached their legal obligations towards consumers. 69 infringements were found within 131 controls. 56 fines in the total amount of CZK 629,000 were imposed; other fines will be imposed in administrative proceedings. 29.8.2011 CTIA: Playgrounds must be safe (continuous report - second trimester)(Prague, August 19, 2011) Playgrounds are the most frequent destination for mothers and grandmothers with children; these place are also popular among kids from kindergartens the same as among pupils and also those who have already left school. “Playgrounds’ equipment must meet safety conditions for all members of such a large community of people of various age,” said Jan Štěpánek, the Acting Director General of the CTIA. This fact was proven also by the results of technical controls of play elements and playgrounds’ equipment carried out by CTIA inspectors who found breaches of safety requirements in more than one fourth of all cases. 26.8.2011 Fines imposed again at Chodské slavnosti(Plzeň, August 17, 2011) The traditional festival Chodské slavnosti attracted not only its Czech fans, but also visitors from abroad. During the past weekend, stall sellers were offering regional specialities, wooden and ceramic hand-made products and music could be heard all about the place. However, inspectors of the Plzeňský and Karlovarský Inspectorate of the Czech Trade Inspection Authority had different reasons to visit Domažlice. They wanted to check the level of provided services and seller’s fairness. Sellers of refreshment and souvenirs were the mostly controlled persons. Inspectors found defects in 12 of 20 controls. Fines at the spot were imposed to 10 sellers; other two will be fined in administrative proceedings. 26.8.2011 Fakes in the price millions were taken from marketeers in Hatě (Brno, August 17, 2011) Sources of fakes at the marketplace in Hatě are illimitable. Despite repeated controls carried out by various institutions and takings of huge numbers of fakes of all kinds, stall operators still supply their business with new products infringing some intellectual property rights. Inspectors of the Czech Trade Inspection Authority witnessed it again on Monday August 15, 2011, within their control held in cooperation with Alien Police. Within the control action at the Hatě marketplace on the Czech-Austrian border crossing, 2,942 pieces of clothes, shoes and fancy goods in the estimated originals’ price of almost CZK 12 million were taken. 26.8.2011 If you don't speak Czech, you pay more (České Budějovice, August 17, 2011) Have you got visitors from abroad and do you want to invite them for a trip for example to Český Krumlov? Be watchful because in some restaurants, a bill for English or German speaking guests could significantly differ from a bill of the same dinner purchased by a Czech family. CTIA inspectors detected this practice within a control of a restaurant in Český Krumlov. 19.8.2011 CTIA's weekend: fakes in the price millions and taxi driver without driving licence(Prague, August 17, 2011) The second August weekend was busy not only for marketeers at Prague’s marketplaces SAPA and Holešovice, but also for CTIA inspectors. Stall keepers did not know that they would not only lose their goods, but that in addition they would have to pay for it. The control concerned selected stalls suspected to offer and sell products infringing some intellectual property rights. Within the control action, more than 1,000 pieces of fakes of famous trade-marks were taken; their value would exceed 6 million CZK in the price of originals. Also one “supplementary” control of one of two taxi cabs brought a bad result. The taxi driver did not give out any bill after CTIA employees’ demand and his car was not equipped with certified taximeter. Administrative proceedings will be launched with all controlled subjects. 17.8.2011 Travel agencies and operators fail to provide information (Report of second trimester) (Prague, August 16, 2011) Second half of the summer season has started. Many people have already enjoyed their vacation, some still plan to go. If you do not belong to those who travel on their own and you prefer offers of travel agencies or operators, you should be very careful concerning your final choice... Not all of them provide legally binding information in the defined extent which may show that the provided services are not without defects. Officers of the Czech Trade Inspection Authority focused on travel agencies’ and operators’ offers on the whole territory of the Czech Republic even before the start of the main touristic season. From April 1 to June 30, they checked offers of 90 travel agencies and operators and found breaches of obligations in every fourth of them. So far, 13 fines in the total amount of CZK 54,000 were lawfully imposed. 16.8.2011 Control of water toys (partial report - second trimester)(Prague, August 15, 2011) This summer has not been very nice to fans of water sports in the Czech Republic. However, the weather did not influence the planned activities of the CTIA focused on the assortment of water toys, including various types of inflatable animals, but also children’s boats, classical swimming rings, air mattresses and so forth. Within 90 controls, inspectors found infringements of obligations concerning safety of these products in 28 cases (31.1%), banned sale of 354 pieces of toys and issued other measures to remedy. 16.8.2011 Purchase of nails is not risk-free(Hradec Králové, August 12, 2011) Do you like to repair your furniture, put your bookshelf together, cut wood or paint your fence on your own? You might face sloppy persons and unfairness when purchasing tiny hardware equipment or hobby tools for handymen. Missing Czech manuals, uncertified measuring tools for weighing purchased hardware or missing price tags were the most frequent infringements of obligations during CTIA controls in the Královéhradecký and Pardubický Regions. 16.8.2011 Watch out at the airport - some services providers do not inform about prices(Prague, August 12, 2011) Consumer complaints concerning practices of some services providers directed the CTIA inspectors’ attention to the Prague Ruzyně Airport. Car rental companies, public alimentation workplaces and also shops offering discounts were objects to controls. Inspectors found that in 4 of 6 cases complaints were entitled. 16.8.2011 Observing and monitoring of fuel quality (continuous report - first half-year 2011)(Prague, August 11, 2011) During the first half of 2011, CTIA inspectors took totally 1,143 fuel samples at filling stations on the territory of the Czech Republic. 49 samples, i.e. 4.3%, failed requirements of appropriate standards. Mobile laboratory was used to take 52 samples. In the same period last year, 66 out of 916 samples failed the quality standards, i.e. 7.2%. 12.8.2011 Warning against use of GSM Locator service(Prague, August 10, 2011) The Czech Trade Inspection Authority joins the warning published by the Czech Telecommunication Office against consumer use of GSM Locator service. The service is offered on the webpage http://gsmlocator.net/ and its goal is to get from consumers money in the form of paid premium SMS messages. 11.8.2011 CTIA: Spring services for tourists - nothing to be happy about (Overall report – second trimester) 11.8.2011 CTIA: Playgrounds are still not safe enough (Prague, August 8, 2011) Not only tourist, but also CTIA inspectors evaluate level of shops and services that belong to the touristic season. The inspectors check whether sellers and services providers abide with applicable legislation and whether consumers’ right are infringed. This is why in the period from April 1 to June 30, 2011, a national control action was carried out within which inspectors focused on checking offering goods and services for tourists. Breaches of the Act on Consumer Protection were found in one third of the total 298 controls. (Results of control action carried out from April to June 2011) 25.7.2011 Sellers in restaurants' front gardens still cheat consumers(Prague, August 5, 2011) In the spring months, controls carried out by the CTIA focused on elements and safety of children’s playgrounds. Within 95 controls, inspectors detected failures to obligations in 25 cases, i.e. 38%. In 12 cases, actions were taken to remedy the detected deficiencies (in 7 cases the defects were remedied at the spot) and in 8 cases bans on use of products were issued until remedy. With regard to the fact that these products are designed for users who can easily get injured and who are not able to predict the risk, controls of playgrounds’ equipment and constructions, including parts and play elements for both outdoor and indoor use, continue also in the summer months. (Brno, July 22, 2011) If you like to rest having an afternoon coffee in a restaurant front garden and you want to enjoy the peace and relax, do not forget to pay attention to what the servants brings you when it comes to both meals and drinks menu. Sitting in a front garden can otherwise change into an unpleasant experience. In past days, inspectors of the CTIA found out about it within almost two thirds of controls in Brno. 25.7.2011 CTIA controlled services for visitors of the IFF Karlovy Vary(Plzeň, June 22, 2011) The International Film Festival in Karlovy Vary has become significant both for professional and laic public and is attractive for film fans both from the Czech Republic and abroad. Those who do not belong among VIP guests use alimentation and accommodation services in the area. Inspectors of the CTIA checked abidance of such services with laws. And the same as in the previous years, there were reasons to impose fines – defects were found in more than 40% of controls. 22.7.2011 CTIA controls at Colours of Ostrava festival(Ostrava, July 21, 2011) Last week, Ostrava hosted 10th multi-genre music festival Colours of Ostrava. Inspectors of CTIA Moravskoslezský and Olomoucký Inspectorate were also present there to check stalls, restaurants, bars and hotels that were offering their services to the festival’s visitors near concert stages. Out of 17 controls, defects were found in 8 cases, i.e. ca 47%. 12.7.2011 Custom-made services? Only with written order!(Hradec Králové, July 11, 2011) In May and June, CTIA inspectors in the Královéhradecký and Pardubický regions focused on controls of custom-made services providers, especially on written confirmation of order acceptance with all belongings and on informing about prices of provided services. Results were not very satisfactory: out of 29 controlled subjects, the Act on Consumer Protection was breached in 17 cases, i.e. 58.6%. 1.7.2011 CTIA: Checked marketplaces were full of fakes(Prague, June 28, 2011) Inspectors of the Czech Trade Inspection Authority always find that offering and selling products infringing some intellectual property rights is still very lucrative for all those involved in supplying the Czech market with forgeries. This has been proven by results of several recent control actions at various places of the country. The controls were carried out by the Středočeský and Prague Inspectorate in June. In the frame of 4 extraordinary controls, totally 3,348 pieces of fakes of various products were taken ranging from textile to knives in the estimated originals’ price of more than 11 million CZK. 24.6.2011 Front gardens - another chance to cheat guests?(Prague, June 23, 2011) The first of series of control actions planned for the summer season was carried out by inspectors of the Středočeský and Prague Inspectorate of the CTIA. On June 16, 2011, they focused on fairness of services provided at front gardens of restaurants in various towns of the region. In total they visited and checked 43 front gardens and found infringements in every fourth of them (11 cases). “Similar controls of premises and services providers will continue, especially in touristic areas,” said ing. Jan Štěpánek, the Acting Director General of the CTIA, after he learned about the results. 23.6.2011 Šenovská burza - breaches of obligations in each control (Olomouc, June 21, 2011) It has been long time since CTIA inspectors found defects in all controlled persons! On June 19, 2011, at the Šenovská Burza marketplace in Ostrava the defects were sale of toys filed as dangerous in the RAPEX System, sale of fakes, products without manuals in Czech and without information about risks resulting from incorrect use. Missing prices and using measuring tools with invalid certification belonged among less serious breaches of obligations. When inspectors started the control action together with members of Alien Police, they did not guess that all 22 controlled commercial subjects would fail. 23.6.2011 Other fakes in the price of 1 million CZK were taken from sellers at Hatě marketplace (Brno, June 17, 2011) On June 15, 2011, within a control of 8 stalls at the marketplace in Hatě in South Moravia CTIA inspectors took other 520 pieces of fakes of clothes, shoes and fancy goods illegally marked with trade-marks. 22.6.2011 CTIA: Some shoe shops breach laws(Prague, June 20, 2011) From May 2 to May 20, an extraordinary control action of the CTIA focused on offering and selling shoes. Inspectors aimed at all types of standard sale of shoes in the market of the Czech Republic. Within 207 controls they found breaches of generally binding legislation in 100 cases, i.e. 48.31% of the total number of controls carried out. Bans on 5,718 pieces of products – shoes and other checked assortment – were issued and 73 fines in the total amount of CZK 88,100 were imposed at the spot. In other cases, administrative proceedings are processed with controlled persons. 22.6.2011 Observing and monitoring of fuel quality (May 2011) (Prague, June 17, 2011) In May, CTIA inspectors took 221 fuel samples at filling stations on the territory of the Czech Republic. 10 samples, i.e. 4,5%, failed requirements of appropriate standards. Out of the total number of samples, 20 were examined in a mobile laboratory. On the grounds of its analysis, ban on sale of motor oil and motor petrol was issued until remedy at one filling station. 22.6.2011 CTIA alerts: Not all sunbeds are safe (Prague, June 14, 2011) This summer the Czech Trade Inspection Authority stiffened up controls of sunbeds again. Sunbeds have been under CTIA’s supervision since 2009 and the first results were miserable – every sixth of ten sunbeds failed examinations. “Health protection has always been our priority. One year of stiff controls brought decrease of number of nonconforming sunbeds into half. I expect that again there will be less of such sunbeds this year,” says Martin Kocourek, the Minister of Industry and Trade. 22.6.2011 Mountain Bikes passed controlsOn the grounds of a consumer notification claiming that some mountain bikes are not properly equipped with chain guards as stated in particular technical standard, the CTIA carried out a control action. The objective was to check whether products are in the market that could damage users’ health due to their unsuitable mechanical, physical and constructional features. 10.6.2011 CTIA: 76% of controlled e-shops breach laws (Continuous report of the first trimester 2011)(Prague, June 8, 2011) In the frame of its competence, the Czech Trade Inspection Authority cannot avoid supervision over the intensively developing way of sale, internet shops. Czech consumers’ habits slowly change and together with increasing number of customers also the number of e-shops increases and raises its share in the retail market. What does not change indeed, are constantly high risks in terms of such purchases due to high rate of sellers’ anonymity and consumers’ low legal literacy. A prove to this is also the CTIA’s finding that from 224 controls, infringements of obligations were found in 3 of 4 checked e-shops, concretely in 76.3% of them. 6.6.2011 Respect manuals when using Thai lanterns! (Prague, May 31, 2011) On the grounds of a consumer notification, the Czech Trade Inspection Authority checked Thai lanterns. There was a suspicion that products are not marked properly and do not contain any information warnings, safety guidelines and manual. “The most serious risk to their users is – the same as in the case of pyrotechnic products – not respecting Thai lantern manuals, especially instructions concerning their safe use,” alerts ing. Jan Štěpánek, the Acting Director General of the CTIA. 3.6.2011 Risky products: Wooden pull centipede (Prague, June 2, 2011) The Czech Trade Inspection Authority found out that in the internal market a wooden toy is offered which poses a risk to children. It is a pull centipede. CTIA banned selling of the mentioned product and its distributor subsequently took action and withdrew the products from the market. 2.6.2011 Controls of workplaces and stalls at railway and bus stations (Olomouc, May 30, 2011) Workers of the Czech Trade Inspection Authority regularly control bistros, grocery shops, general merchandise shops, stalls with refreshments, souvenirs, textile and other assortment in departure lounges, at platforms and in the closest surroundings of railway and bus stations. These were objects to control in Moravskoslezský and Olomoucký Regions since May 17 to 19, 2011. Inspectors checked 37 workplaces in total and found infringements in 18 sellers, i.e. 48.6%. 2.6.2011 Are toys from vendors dangerous? (Continuous report of the first trimester 2011)(Prague, May 30, 2011) Control action in which all CTIA inspectorates participated was focused on compliance with requirements of the Act No. 22/1997 Coll. on Technical Requirements for Products, concretely on safety of toys offered in vendors at various public places. During the first trimester, inspectors checked toys in 20 vendors. In 5 cases, breaches of defined obligations were detected. 1.6.2011 Interest in fakes lasts at border marketplaces(České Budějovice and Brno, May 31, 2011) Highest sales at marketplaces and at stalls in border villages are always expected during the weekends. Unfortunately, this rule is true also in terms of products infringing some intellectual property rights that are permanently offered there because fakes are very frequently required by foreign visitors. Results of controls in Hatě and České Velenice that were carried out by CTIA inspectors on week-end days have shown how big the interest is. Within these controls, 568 pieces of products were taken in estimated originals’ price of almost 12 million CZK. 31.5.2011 Results of control of action sales and discounts (Continuous report of the first trimester 2011)(Prague, May 27, 2011) During the first trimester of the year, 1,474 workplaces of various types including internet shops were checked in the frame of a control action focused on offering and selling goods for discounted prices and within sales purchases. Abidance with the Act on Consumer Protection and other related laws supervised by the Czech Trade Inspection Authority was checked. Inspectors found infringements of obligations in 613 cases (i.e. 41.6%), issued bans on sale of 5,249 pieces of products in the total value of CZK 1,311,709 and imposed 406 fines in the total amount of CZK 1,551,200. 31.5.2011 One third of controlled shops and marketplaces offer fakes (continuous report of first trimester 2011)(Prague, May 25, 2011) During the first trimester 2011, 412 CTIA controls were focused on respecting the ban on using unfair commercial practices through offering or selling goods or services infringing some intellectual property rights and stocking such products. Inspectors found infringements of generally binding legislation in 316 cases (76.7%) out of which using unfair commercial practices was proven in 145 cases (i.e. 35.2%). 6,652 pieces of fakes in the originals’ value of more than 20 million CZK were taken – almost one third of them was found by officers of the Středočeský and Prague Inspectorate of the CTIA. In the frame of the controls, 268 fines were imposed in the total amount of CZK 789,000. 26.5.2011 Plush toy Včelí medvídci is safe(Prague, May 25, 2011) This control action was inspired by a consumer notification. The consumer thought that the purchased toy Včelí medvídci (“Honeybee Bears”) could injure his child. The risk of injury was supposed to be in thin wires sticking out of feelers. All inspectorates were involved in the searching action and controlled totally 91 premises selling toys. The result of a laboratory examination: the toy Včelí medvídci is safe. 26.5.2011 Potštejnská pouť and Helicopter show under CTIA supervision(Hradec Králové, May 26, 2011) Issues that one can see and experience at various events organized in many places all over the country appear in various news and reports. Services provided at these events are usually out of the media sight – various kinds of refreshments, stalls with gifts and other products offered to visitors. Inspectors of the CTIA focused their attention on these services at two events of the past weekend. At the Potštejnská pouť and the Helicopter show in Hradec Králové they checked whether laws are breached and consumers harmed within sale of products and provision of services. They checked 22 sellers and found deficiencies in 10 of them. 26.5.2011 Sellers breached laws at the Svět Dětí fair (Hradec Králové, May 24, 2011) Inspectors of the CTIA focus also on various sales exhibitions and fairs, above all on those where visitors have the opportunity to buy exhibited products. This was the case of the Congress, Exhibition and Society Centre Aldis in Hradec Králové during the Svět Dětí fair (Children’s World). Deficiencies were found in 3 of 11 controlled sellers. In one case, administrative proceedings will be launched and two sellers will be subjects to further investigations. 24.5.2011 Breaches of obligations were like a hobby(České Budějovice, May 23, 2011) From May 11 to May 15, fans of gardening and gadgetry of all kinds met to learn about news at a traditional exhibition “All for spare time and garden” Hobby Spring 2011 at the Výstaviště in České Budějovice. And because at the exhibition it is possible to buy plants and various technical devices, plant and animal products, candies and refreshments or to participate in sale presentations of consumer goods, CTIA inspectors were among visitors again. Out of 60 controls they detected defects in 20 cases, i.e. in each third seller. 24.5.2011 Zahrada Čech under CTIA supervision(Ústí nad Labem, May 23, 2011) In Litoměřice where the famous exhibition mall Zahrada Čech is situated also other social and cultural events are held besides exhibitions and events for gardeners, growers and handymen. In every season of the year, visitors can find everything that can be useful for their hobbies and interests. However, inspectors of the CTIA had bad luck this spring – except for one tiny “sin” everything was all right. 23.5.2011 Be careful about American cordless phones DECT 6.0!(Prague, May 18, 2011) Did you also buy a DECT device during the last year? Do you know what we speak about? You should know that this can be a cordless telephone, cordless head set, exceptionally also a baby monitor or another products. And why should you check its marking? In case your product is marked DECT 6.0, it is possible that you might hamper mobile operators’ networks which would be a problem... 19.5.2011 Observing and monitoring of fuels quality (April 2011) (Prague, May 17, 2011) Out of the total number of 206 samples taken by the Czech Trade Inspection Authority in April 2011, 9 samples did not meet quality standards’ requirements, i.e. 4.4%. In April, defects were detected only in 2 motor petrol samples and 7 motor oil samples. 18.5.2011 CTIA found fewer defects within control of baby-coaches (Continuous report of the first trimester 2011)(Prague, May 16, 2011) Partial results of CTIA controls focused on baby-coaches suggest that distributors pay more attention to this assortment than they used to do in previous years. Breaches of obligations defined by the Act on General Safety of Products (Act No. 102/2001 Coll.) were found only in 3 of 24 controls that were carried out during the first trimester 2011. 17.5.2011 One of five shops selling bikes for kids failed controls (Continuous report of the first trimester 2011)(Prague, May 13, 2011) During the first trimester of 2011, CTIA inspectors checked 54 workplaces offering children bikes with the maximal seat height in the range from 435 to 635 mm and with the back wheel drive. Breaches of obligations and requirements defined for these products by the Act on General Safety of Products (Act No. 102/2001 Coll.) were found in 11 of them (i.e. 20 %). All inspectorates of the CTIA are involved in the control activity which will be held during the whole year. 17.5.2011 Controls of toys - water toys (Continuous report of the first trimester 2011)(Prague, May 12, 2011) Technical of the CTIA General Inspectorate continuously evaluated results of the control activity focused on control of toys – water toys. These are especially inflatable toys designed for children in shoal water under sight of adults, just like swimming belts, various inflatable animals or boats that can carry children’s weight. Controls were carried out by all CTIA inspectorates and were focused especially on compliance with requirements of the Act on General Safety of Products (Act No. 102/2001 Coll.) and the Act on Technical Requirements on Products (Act No. 22/1997 Coll.). During the first trimester, 41 controls were carried out and infringements were found within 7 of them. 15.4.2011 Lighting Christmas Tree(Prague, April 12, 2011) The Czech Trade Inspection found that a product which poses a serious risk is offered in the Czech market. 13.5.2011 Do fakes move to e-shops?(Ústí nad Labem, May 9, 2011) Shopping on the internet is easier, more modern and comfortable, but it has many pitfalls and can prepare unkind surprises. One such internet shop offering shoes of the Louis Vuitton trade-mark was checked by the Czech Trade Inspection Authority in Ústí nad Labem in past days. 13.5.2011 Fakes were not sold in Valy u Přelouče(May 5, 2011, Hradec Králové) The third April Sunday was a work day not only for marketeers in Valy u Přelouče, but also for several inspectors of the Královéhradecký and Pardubický Inspectorate of the CTIA. However, their interest in stalls selling various assortment slightly differed from interests of other marketplace visitors – and this is what especially sellers in 8 of 12 controlled stalls experienced. In those 8 stalls everything was not in compliance with laws. 11.5.2011 Flora Olomouc - paradise for lovers of flowers and for unfair sellers(May 5, 2011, Olomouc) International gardening exhibition and fair FLORA OLOMOUC attracted uncountable number of visitors among who CTIA inspectors perfectly ‘lost’ during the past weekend. They hid their identity until they checked which sellers are not interested in legally defined obligations. They controlled the level of provided services at 21 sellers and found deficiencies in 12 cases (i.e. 57.1%). 6.5.2011 Stodolní: 60% facilities failed CTIA controls(April 28, 2011, Ostrava and Kladno) By the end of the last week, the CTIA carried out controls at 37 restaurants, bars, discos and night clubs at the Stodolní Street in Ostrava and detected defects in 22 sellers. The action took place in afternoons, evenings and nights and for the night controls the inspectors were accompanied by members of the Police of the Czech Republic. Another control held before Easter showed defects at two disco clubs in Kladno. 2.5.2011 The Easter action in Eastern Bohemia(April 27, 2011, Hradec Králové) Inspectors of the Královéhradecký and Pardubický Inspectorate fo the CTIA focused their controls on fairness of sale during pre-Easter sale events and provision of services. They checked 46 workplaces in total and detected breaches of obligations defined by the Act on Consumer Protection in 11 of them, i.e. 23.9%.2.5.2011 Fakes at the Main Railway Station in Brno (April 27, 2011, Brno) During the control at the Main Railway Station in Brno, in three checked workplaces the CTIA inspectors detected selling and offering goods infringing some intellectual property rights. In total 52 pieces of fakes of shoes, leather fancy goods and toys were taken in the estimated originals’ price of ca 592.000 CZK. 2.5.2011 CTIA alerts: HIV tests are not for home use!(Prague, April 26, 2011) Incorrect and unprofessional technique during a complicated test procedure can bring false results. The key problem of the product widely promoted in the media was a contradiction between the text of the package insert in English and its Czech translation.27.4.2011 Control of premises at hospital facilities (Prague, 22. April 2011) In the frame of an extraordinary action, the Středočeský and Prague Inspectorate of the CTIA focused on premises with refreshment and other assortment in the areas of hospital facilities. Patients are dependent on their services in the time of their hospitalization or expert examination. 22.4.2011 Observing and monitoring fuel quality in March 2011(Prague, April 19, 2011) In March 2011, the Czech Trade Inspection performed another regular control of fuel quality. Of the total number of 216 samples, 8 samples did not meet quality standards’ requirements, i.e. 3.7%. 22.4.2011 Among fakes, Pokemon Wizards and Burberry rule(Prague, April 19, 2011) In the first trimester of 2011, the CTIA took 6,652 products infringing some intellectual property rights in an estimated originals’ price of more than 20 million CZK. Textile and clothing had the biggest share of ca 35%, shoes had ca 11% and watches almost 7%.
