Control on protective equipment

(Prague, May 3, 2010) In the first trimester 2010, the Moravskoslezský and Olomoucký Inspectorate of the CTI started a control focused on production, importing and selling of protective equipment used to protect head and face in ice-hockey. The objective was to check if the controlled particular products (ice hockey helmets, masks and so forth) introduced to the market meet requirements of the Act on Technical Requirements for Products.

I n the first phase, 10 controls were performed in total (9 ice-hockey helmets and 2 types of facial protectors), mostly at distributors’ (sellers) and subsequently, controls will continue at producers’ or eventually importers’. Deficiencies were found totally in 8 controlled persons, i.e. 80%. The requirements of the Act on Technical Requirements for Products were not met at 4 models of ice-hockey helmets (CCM and REEBOOK) and 1 type of facial protector (UNIPLEX).

 

Helmets’ deficiencies were especially in provision of no information and guidelines for proper use in the Czech language. Controlled persons were issued measures to relieve detected deficiencies in the limit set. The facial protector deficiency was assessing of compliance in required way and not giving out the applicable document (declaration of conformity of the European Community). This offence will be resolved in administrative proceedings with the producer.

 

Due to the above mentioned reasons, in 6 cases deficiencies are an object to administrative proceedings and in 2 cases will be processed in more detail.

 

Ice-hockey os a contact sport where threat is of serious injury and proper use of ice-hockey helmets and facial protectors can decline such risks. This is why the user has to be thoroughly informed on lasting risks and modify his or her behaviour – for example guideline for correct wearing, using, keeping up and need for exchange after a severe jolt crash or pressure and so forth.

 

The control activity proved that sellers avoid their obligations and sell for example ice hockey helmets without required safety information provided in the Czech language.
