Measuring and monitoring of fuels quality - April 2010
(Prague, May 20, 2010) Another regular control of fuels’ quality was performed by the Czech Trade Inspection in April 2010. Out of 160 collected samples there were 14 not to comply with quality standards, i.e. 8,75%.
CONTROLS’ OBJECTIVE:

Observing and monitoring of fuels’ control on the territory of the Czech Republic in accordance with the statue of the section 7, par. 2a of the law No. 311/2006 Coll., the Fuel Regulations, and directive No. 229/2004 Coll.

SUBJECT TO CONTROLS:

Fuel stations on the territory of the Czech Republic.

OBJECT OF THE CONTROL:

Collecting samples of fuels (motor petrol, motor oil, mixed fuels and LPG) and controlling their quality. The CTI checked abiding of rule No. 3 item 1 of the law No. 311/2006 Coll., the Fuel Regulations.

CONTROL RESULTS:

Out of total 160 samples collected in April 2010 there were 6 samples that did not meet the requirements, i.e. 8,75%.

The chart shows that in April defects were found in motor petrol, motor oil and mixed fuels samples. Out of 62 controlled samples of motor petrols, 2 samples (3,2%) did not meet the particular quality standard requirements. In 2 samples defect was found within the distillation test. Research octane number (ROM) did not meet requirements in 1 case the same as motor octane number (MON).

Out of 75 controlled motor oil samples, 11 samples (14,7%) did not meet the requirements. In 6 cases (8 %) samples showed a deviation in the fuel flash point; in 13 cases they did not pass the distillation test. Out of these 8 samples (10,7%) did not meet requirements of the quality indicator “95% (V/V) distillates in temperature” and 5 samples (6,7%) did not meet the requirements of the indicator “distilled content at 350°C”. Also in 4 cases (5,3%) there was unsatisfactory contents of fatty acid methyl ester (FAME).  In 1 sample (1,3%), defect was found concerning sulphur content.

As well, in March 3 samples of mixed fuels were collected and 1 did not meet the requirements of the fuel flash point.

In 20 collected LPG samples, no defects were found.

Results (in accordance with the kinds of fuels), including found defective criteria, are to be seen in the attachment nr. 1.

Overall data on fuel stations at which defects in fuels quality were found in April 2010 are to be seen in the attachment nr. 2.; it also shows values of defective quality indicators.

In April violations were found of upper acceptable limit of bio ingredients in the fuels; it was in 4 motor oil samples. In motor petrol samples the limit was not violated.

In April the average value of FAME content in the motor oil samples is 4,4% of content. The maximal value of FAME content is 9,2% of content. The average detected content of ethanol in motor petrol was 3,2% of content and the maximal content was 5,2% of content.

In April, all LPG samples met the requirements. Analysis of the collected samples showed deviations from quality standards in 11 samples of motor oils and in 2 samples of motor petrol. In April were 8,75% of unsatisfactory samples.
