Observing and monitoring fuel quality in March 2011
(Prague, April 19, 2011) In March 2011, the Czech Trade Inspection performed another regular control of fuel quality. Of the total number of 216 samples, 8 samples did not meet quality standards’ requirements, i.e. 3.7%.
CONTROL’S OBJECTIVE:
Observing and monitoring of fuel quality on the territory of the Czech Republic in accordance with the statue of the section 7, par. 2a of the law No. 311/2006 Coll., the Fuel Regulations, and notice No. 133/2010 Coll.
 
SUBJECTS TO CONTROL:
Filling stations on the territory of the Czech Republic.
 
OBJECT OF THE CONTROL:
Taking fuel samples (motor petrol, motor oil, mixed fuel, bio fuel, LPG, CNG and Ethanol E85) and testing their quality. The CTI checked compliance with the rule No. 3 item 1 of the law No. 311/2006 Coll., the Fuel Regulations.
 
CONTROL RESULTS:
Of total 173 samples taken in January 2011, there were 10 samples that failed the requirements, i.e. 5.8%.

In March, defects were found in samples of motor petrol, motor oil and mixed fuel SMN 30: 

Out of 90 controlled motor petrol samples, 1 sample did not meet requirements (1.1%) as defects were found in quality parameters distilled content at 100°C, end of distillation, ethanol content and oxygen content by calculation

Out of 100 motor oil samples, 6 samples (6.0%) did not meet requirements. In all nonconforming samples, deviation in flash point was detected; in 2 cases, temperature 95% of distilled content was higher than the technical standard requires; 1 sample failed the parameter distilled content at 350°C. 

Out of 5 taken samples of mixed fuel SMN 30, 1 sample (20.0%) failed the quality parameter flash point.

Violation of the upper acceptable level of bio ingredients in fuels was not detected.


Conclusion:
Analysis of the taken samples showed deviations from quality parameters in 6 motor oil samples, 1 motor petrol sample and 1 sample of mixed fuel SMN 30. In March, there were 3.7% of nonconforming samples. The higher rate of nonconforming samples (20%) in terms of the SMN 30 mixed fuel resulted from small number of samples taken.

On the grounds of extraordinary controls’ results at 2 filling stations, the CTIA issued ban on fuel sale until remedy. Out of these bans, 2 concerned selling of motor oil and 1 concerned selling of motor petrol SUPER BA-95. A mobile laboratory was used within these controls. 

Just as in January and February, all 18 LPG samples, 2 samples of compressed natural gas (CNG) and 1 sample of fatty acid methyl ester (FAME) met requirements.
