Observing and monitoring of fuel quality on the territory of the Czech Republic in accordance with the statue of the section 7, par. 2a of the law No. 311/2006 Coll., the Fuel Regulations, and notice No. 133/2010 Coll.
Collecting samples of fuels (motor petrol, motor oil, mixed fuel, bio fuel, LPG, CNG and Ethanol E85) and controlling their quality. The CTI checked abiding of rule No. 3 item 1 of the law No. 311/2006 Coll., the Fuel Regulations.
Out of total 151 samples collected in December 2010 there were 21 samples that did not meet the requirements, i.e. 13.9%.

In December, defects were detected in samples of motor petrol, motor oil, mixed fuel SMN 30 and Ethanol E85.
Out of 66 controlled samples of motor petrol, 2 samples (3.0%) did not meet the quality standards. In one sample (1.5%), defects were found in quality parameters distilled content at 100°C and distilled content at 150°C. In another sample, defects were found in the quality parameter end of distillation and kalium content.
Out of the 58 controlled 58 motor oil samples, 3 samples (5.2%) did not meet the quality standards. In 2 samples (3.4%), deviation was detected in flash point. In 1 sample (1.7%), defect was detected in quality indicator distillation test (95% distillates at temperature) and in 1 case (1.7%), the sample failed in sulphur content.
Out of 3 collected samples of mixed fuel SMN 30, 1 sample did not meet the quality standards; defects in flash point and filterability were detected.
Within an extraordinary control event of the Czech Trade Inspection in December 2010, the total of 18 samples of Ethanol E85 were collected out of which 15 samples (83.3%) did not meet the quality parameter vapour pressure requirements on winter quality. In 1 case, deviation in water content showed out.
Results according to the types of fuels, including detected unsatisfactory criteria, are available in the attachment No 1; the attachment No 2 contains values of unsatisfactory quality indicators and in the attachment No 3 is the overview of unsatisfactory samples with the date of collection, the No of the particular sample and marked unsatisfactory quality parameters.
In December, no violation of the upper acceptable level of bio ingredients’ content in fuels was detected.
Analysis of the collected samples showed deviations in quality standards in 3 samples of motor oil, 2 samples of motor petrol and in 1 sample of mixed fuel SMN 30. 15 samples of Ethanol E85 did not meet the quality parameter vapour pressure requirements on winter season. In December, 13.9% of samples were unsatisfactory. 5 collected samples of LPG and 1 sample of compressed natural gas (CNG) met the respective quality standard.
