CTIA: Fuel quality improved in August (Interim report on fuel quality results in August 2011)
(Prague, September 13, 2011) In August, the Czech Trade Inspection Authority kept on monitoring fuel quality on the whole territory of the Czech Republic as scheduled. Out of the total number of 200 fuel samples taken and examined in August 2011, 5 samples (i.e. 2.5%) failed the quality standards’ requirements. 16 samples were examined in a mobile laboratory and on the grounds of a finding, immediate ban on sale of motor oil was issued at the spot until remedy. Quality noncompliant with appropriate standards was detected in three motor oil samples and two mixed fuel samples; quality of motor petrol and other examined fuels showed no defects. August brought a lower number of pure quality fuel samples in comparison with July. August also brought the best interim results of 2011.
The aim of the controls was monitoring of fuel quality according to the provision of section 7 par. 2a of the Act No. 311/2006 Coll. on Fuels and the decree No. 13/2010 Coll. at filling stations on the territory of the Czech Republic. 200 fuel samples were taken in total within the quality controls including motor petrol, motor oil, mixed fuel, bio fuel, LPG, CNG and Ethanol E85.

Control’s results:
Out of the total number of 200 samples taken and examined in August 2011, 5 samples did not meet the quality standards’ requirements (i.e. 2.5%). Defects were found in motor oil and mixed motor oil samples.

3 of 82 examined motor oil samples failed (3.7%). All 3 samples showed deviation in flash point; in one case, the sample failed the parameter distilled content at 350°C; in another sample, temperature at 95% of distilled content was higher than the technical standard’s requirement. 

2 of 8 taken and examined samples of mixed fuel (SMN 30) failed the quality parameter flash point. Results according to fuel types, including the detected nonconforming criteria, are shown in the attachment. 

Overall data about filling stations with detected defects concerning fuel quality in August 2011 are shown in another attachment together with the non-complying quality parameters’ values.

In August, violation of the upper acceptable level of bio ingredients in fuel was not detected in the examined samples. The average FAME content value in motor oil samples was in the range from 3.3% to 7.1% of content. The ethanol content in motor petrol samples was in the range from 3.5% to 4.9% of content. 


Conclusion:
Analysis of taken samples showed deviations from quality parameters in 3 motor oil samples and 2 mixed motor oil samples. In comparison with July, in August the detected motor oil samples quality decreased in motor oil from 2.7% to 3.7%. The high rate of 25% of non-complying mixed fuel samples is caused by a low number of taken and examined fuel samples (8 samples); this type of fuel is offered in limited amounts at filling stations. Generally, the quality of fuel samples taken and examined by the CTIA in August was better when compared with July.

No deviations from the quality standards were detected in the taken and examined motor petrol samples (89 samples), LPG (15 samples), fatty acid methyl ester (2 FAME samples), compressed natural gas (2 CNG samples) and Ethanol E85 (2 samples). 

Out of the total number of 200 taken and examined samples, 16 were examined in a mobile laboratory. At 1 filling station, sale of motor oil was banned until remedy.
