Inspection results obtained during the Czech Republic presidency of the EU

(Prague, July 20, 2009), during the first half of 2009 and in connection with the Czech presidency of the EU, various meetings of EU authorities, as well as various non-formal gatherings of EU representatives took place throughout the Czech Republic. The focus of the inspection was to determine, whether goods and services sold in the Czech Republic, directly or indirectly related to the Czech presidency of the EU, comply with the applicable quality standards.

A total of 490 inspections focusing on these issues were performed. In 224 businesses/branches (45,7 %) the CTIA discovered violations of applicable and valid regulations.   

 

126 inspections, directly related to the Czech presidency of the EU were performed, from which 42 cases of violations and discrepancies were discovered. Inspections of sold goods and offered services within the location of the applicable meetings or events, directly related to the Czech presidency of the EU, were performed in two phases. First phase was done before the beginning of the meeting or event and the other phase during the meeting or event duration. Inspections such as “Informal meeting of ministers of transportation” in Litoměřice, "Conference about energy and power distribution security within the EU in connection with mutual electric power market” in Ostrava" or “informal meeting of ministers for regional development of EU member states" in Mariánslé Lázně and others.

 

As far as inspections not directly connected to the Czech presidency of the EU are concerned, these were focused on businesses/subjects operating at border crossings, airports and transportation terminals, tourist attractions (mainly around UNESCO sites), during important international cultural and sporting events, etc. In total, 364 inspections were performed, where inspectors of the Czech Trade Inspection Authority discovered 182 violations.

 

No domestic or foreign proposal or initiative to perform inspection directly or indirectly connected with the Czech presidency of the EU was received.

 

Legal proceedings have begun with 135 businesses. In 72 cases, inspectors of the CTIA issued fines in the total amount of CZK 92,500,- payable immediately and in 23 cases, inspectors issued fines in the total amount of CZK 20,000,-. In 19 cases, the CTIA banned products from sales and in 23 cases, the CTIA banned incorrect and unverified measuring instruments from use. In 59 cases, the CTIA discovered violations of intellectual property rights. 5 cases of discovered discrepancies were forwarded to local authorities.

 

“If we look at the obtained results, we can see that these inspections were well justified, even though this inspection event focused mainly on violations of applicable consumer policies – for example discrimination of foreigners (double prices for the same goods or for the same service). Such violations were not discovered during the inspection event” said RNDr. Jana Příhodová, the General Director of the Czech Trade Inspection Authority. “Only in 10 cases, the CTIA discovered that price tags attached to goods included prices in Euro only" adds Mrs. Příhodová. Additional inspections were focused on whether correct accounting procedures are followed, while others focused on issues according to the applicable specification of the inspected subject. Inspection results focused on tourism performed during the Czech presidency of the EU do not differ much from the results obtained from inspection activities performed until now. In order to protect and preserve the good name of the Czech Republic before foreign visitors, further monitoring of future international events held in the Czech Republic is necessary.
