Observing and monitoring of fuel quality (continuous report - first half-year 2011)
(Prague, August 11, 2011) During the first half of 2011, CTIA inspectors took totally 1,143 fuel samples at filling stations on the territory of the Czech Republic. 49 samples, i.e. 4.3%, failed requirements of appropriate standards. Mobile laboratory was used to take 52 samples. In the same period last year, 66 out of 916 samples failed the quality standards, i.e. 7.2%.
“Evaluation of the results of fuel quality monitoring in the first half-year has shown a certain improvement of fuel quality in the market in comparison with the last year’s data. The next period will show us whether these are real or just temporary positive results,” said Jan Štěpánek, the Acting Director General of the CTIA. 

Results of controls in June
Samples of motor petrol, motor oil, mixed fuel, bio fuel, LPG, CNG and Ethanol E85 were taken to examination. Compliance with fuel statutes was checked (section 3 par. 1 of the Act No. 311/2006 Coll.). 

Out of the total number of 193 samples taken in June 2011, 6 samples did not meet quality requirements, i.e. 3.1%, which is the lowest rate concerning the number of the taken and the nonconforming samples in the whole half-year. On the contrary, the result of motor petrol was the worst so far.

In June, defects were found in 3 motor petrol samples and 3 motor oil samples. Samples of other examined fuels met the quality standards requirements. 

3 out of 87 controlled motor petrol samples failed (3.4%). In 2 samples, deviation was detected in the quality parameter vapour pressure; the third nonconforming sample failed the quality parameter end of distillation.

There were also 3 nonconforming samples of motor oil; the total number of examined motor oil samples was 88. In 2 cases, the samples showed deviation in flash point and 1 sample failed the technical standard requirements concerning fatty acid methyl ester (FAME). 

In June, violation of the upper acceptable level of bio ingredients in fuel was detected in 1 sample of motor oil – 9.7% of content. The upper acceptable level in motor petrol was not violated. 

June results according to the types of fuel, including nonconforming criteria, are shown in the attachment. 

Evaluation of results of monitoring and observing fuel quality in the first half-year:
Out of the total number of 1,143 taken and examined fuel samples, 49 did not meet quality standards requirements, i.e. 4.3%. Mobile laboratory was used to take 52 samples out of which 6 failed. On the grounds of these results, ban on sale was issued until remedy due to 2 motor petrol samples and 4 motor oil samples. In comparison with the same period of 2010, the number of nonconforming samples is lower, the same as the number of serious breaches.

Concerning motor oil, the number of nonconforming samples decreased from 9.9% to 5.7%; concerning motor petrol from 5.5% down to 1.7%. The number of poor quality samples decreased also in mixed fuel SMN 30 and liquefied petroleum gas LPG. 

The higher rate of nonconforming samples of FAME (fatty acid methyl ester) and E85 in 2011 has been caused by lower number of samples’ takings which was caused by their lower availability in the market network. The legislation also defines lower number of takings of these fuel samples. 

As a supplement, operational controls were carried out using mobile laboratory and field staff of the company SGS. This was a new experience in the first half-year of 2011. The objective was to speed up checking of consumer notifications and to act immediately in case of suspicion of breaches of appropriate quality standards. On the contrary to the ordinary takings, when using this method, immediate ban on sale of fuel can be issued until remedy. 

Out of the total number of 1,143 samples, 52 were taken by the mobile laboratory. bans on sale were issued until remedy In 6 cases of the proven sale of poor quality fuel.

Conclusion: 
There has been a certain improvement when evaluating the results of monitoring and observing of fuel, but with regard to the detected number of poor quality fuel in the market network of the Czech Republic, the Czech Trade Inspection Authority will also keep using the mobile laboratory apart from the legally defined controls of fuel. The mobile laboratory will be used for operational controls based on notifications by consumers whose eligible interests are enforced by the CTIA.
