Observing and monitoring of fuels quality (April 2011)
(Prague, May 17, 2011) Out of the total number of 206 samples taken by the Czech Trade Inspection Authority in April 2011, 9 samples did not meet quality standards’ requirements, i.e. 4.4%. In April, defects were detected only in 2 motor petrol samples and 7 motor oil samples.
CONTROL’S OBJECTIVE:
Observing and monitoring of fuel quality on the territory of the Czech Republic in accordance with the statue of the section 7, par. 2a of the law No. 311/2006 Coll., the Fuel Regulations, and notice No. 133/2010 Coll.

SUBJECTS TO CONTROL:
Filling stations on the territory of the Czech Republic.

OBJECT OF THE CONTROL:
Taking fuel samples (motor petrol, motor oil, mixed fuel, bio fuel, LPG, CNG and Ethanol E85) and testing their quality. The CTI checked compliance with the rule No. 3 item 1 of the law No. 311/2006 Coll., the Fuel Regulations.

CONTROL RESULTS:
Of total 206 samples taken in April 2011, there were 9 samples that failed the requirements, i.e. 4.4%.

In April, defects were found only in motor petrol and motor oil samples. Results according to types of fuel including unsatisfactory criteria are shown in the attachment No. 1.

Out of 90 taken motor petrol samples, 2 failed (2.2%). In 1 sample, defects were found in quality parameters distilled content at 100°C, ethanol content and oxygen content by calculation and 1 sample failed the parameter end of distillation. 

Out of 91 checked motor oil samples, 7 failed (7.7%). In 5 of them, deviation was found in flash point. In 1 case, temperature 95% distilled content was higher than the technical standard’s requirement and in another sample failed in sulphur content. 

Violation of the upper acceptable level of bio ingredients in fuels was not detected in April.

Conclusion
Examinations of the taken samples showed deviations from quality standards in 7 motor oil samples and in 2 motor petrol samples. In April, 4.4% of samples were unsatisfactory. Ban on sale of unsatisfactory motor oil until remedy was issued in one filling station. 

Requirements of particular quality standard was met in all 13 LPG samples, 6 mixed motor oil SMN 30 samples, 4 samples of fatty acid methyl ester , 1 sample of compressed natural gas (CNG) and 1 sample of Ethanol E85. 

Out of the total number of 206 taken samples, 13 were examined by a mobile laboratory. All of these 13 met standards’ requirements.
