Playground

(Prague, July 13, 2010) In the second trimester of this year, the Czech Trade Inspection (CTI) performed controls at 24 playground operators and subsequently at supplier subjects, including 18 producers of playground components.

Deficiencies were found both at operators and at producers. At the operators in was infringement of conditions for operating playgrounds as imposed in the harmonised European standard ČSN EN 1176-1 - Playground equipment and surfacing - Part 1: General safety requirements and test methods. Furthermore at 5 producers it was discovered that it was not assessed whether products meet technical requirements in the presence of an authorized person as imposed by the mentioned government regulation. In 1 case, measures will be issued in the CTI competence (in 4 cases, the preclusion period has passed, as the products were introduced to the market before the year 2004). At 4 producers, formal defects in the presented documents were found and the CTI issued measures to despatch the administrative deficiencies. The control focused on playgrounds will continue.

 

One of playground operators’ obligations is above all performing routine visual controls that aim obvious sources of dangers resulting from the common use, vandalism or weather influence. Another obligation is performing operating checks that are more detailed than the routine visual controls and are performed accordingly to producer’s instructions within 1 to 3 months periods with the focus on stability, especially. Each playground has to be marked by the operator. In case a consumer thinks that the playground is not in order (e.g. s/he detects components damages, bad or insufficient impact surface), we recommend him/her to report to the operator who is obliged to get it right. In this field of playground operation, the CTI does not have any supervisory competencies.
