2.2.2012 2011: Selling of fuel under the inspection of the CTIA and the public (Final Report)
(Prague, January 25, 2012) At the start of the year 2011, the Czech Trade Inspection Authority promised to increase the number of fuel controls and to provide more detailed information in the respective field. The objective was both to increase the protection of consumers as well as fair entrepreneurs and companies and both to use new inspection mechanisms to increase discipline of entrepreneurs in the fuel market. Regarding the information about controls’ unsatisfactory results, as from April 20 the CTIA has published legitimate decisions about detected defects and amounts of sanctions on its website. The CTIA headquarters also kept its promise to increase the number of taken fuel samples in the rate of at least 20%. Totally 2,303 fuel samples were taken – which is 437 more (23.4%) than in 2010. Also a mobile laboratory joined the inspection activities and examined 113 samples. On the grounds of its 11 findings, selling of 102 poor quality fuel samples was banned at the spot. During 2011, totally 102 nonconforming fuel samples were found, i.e. 4.4% of all the checked fuel samples. “The complex of the actions taken has brought its positive results as the rate of nonconforming fuel samples decreased in terms of 3.5% when compared with the previous year 2010,” said Jan Štěpánek, the Director General of the Czech Trade Inspection Authority.30.1.2012 CTIA alerts: Children can suffocate when playing flutes
(Prague, January 19, 2012) As the controls carried out by the Czech Trade Inspection Authority have shown, there are still toys that are offered in the Czech market despite the risks they pose to the smallest users, i.e. to children. In Western Bohemia, inspectors of the CTIA found plastic and metal flutes that can damage children’s health or endanger their lives even when used in a common way. The flutes have no detailed marking and information and are so small that the child might choke when playing – as these toys are designed for oral use. (Prague, January 13, 2012) Evaluation of results of fuel controls carried out by the Czech Trade Inspection Authority in the last month of 2011 showed that inspectors found the highest number of noncomplying motor oil samples when compared to the rest of the year. 9 of 76 taken samples failed appropriate standards’ requirements in one or two criteria; in 4 cases, the breaches were very serious, thus there was a suspicion of illegal manipulation with fuel. The number of noncomplying motor oil samples caused increase of the total average of poor quality fuel in December – it increased up to 7.4% in comparison with November (the increase was more than 3%). In motor petrol, only one of 70 taken samples failed.27.1.2012 Tour operators and travel agencies mislead consumers again (Final Report of 2011)
(Prague, January 5, 2012) Last year’s statistics have not been provided by travel operators, yet, but even if they were published, we would probably not learn how satisfied their clients were. Nevertheless, 154 complaints and overall results of 284 controls carried out by the CTIA last year have shown that there were quite many consumers disillusioned or very unsatisfied. There were several reasons for such dissatisfaction: consumers were not informed truthfully about all services’ conditions, the services’ extent or prices and last but not least the reality did not always comply with what the clients expected from their vacation on the grounds of the provided information. “Although the results were slightly better than in the previous year, more than one fourth of the checked touristic services providers breached law. 55 tour operators and travel agencies were imposed fines in the amount of CZK 362,000 and other administrative proceedings are still in progress”, said Jan Štěpánek, the Director General of the CTIA.30.12.2011 Do you buy discounted goods? (Prague, December 28, 2011) Discounts and sales have become popular among Czech consumers – in the spring, summer, autumn, winter time and within Easter and Christmas - and even without “total sales” and “bankrupt prices”. All though out the year you can find various discounts and advertisements say that some reach up to 80%. It is even hard to believe that sellers are so nice to their customers... Or is it just another way to get some more money for things which customers don’t really need and which they sometimes even cannot afford? The CTIA inspectors check whether discounted products are marked properly and what is the level of sale. “In the third quarter of the year we carried out more than 700 controls and found breaches of legally provided obligations in more than one third of the checked workplaces. So far, about 200 sanctions in the amount of more than 1.5 million crowns were imposed. Controls of post-Christmas sales have just started,” confirmed Jan Štěpánek, the Director General of the CTIA.
29.12.2011 Pre-Christmas sale - most fines concerned chains and toys (Interim report from December 1 to 20)
(Prague, December 22, 2011) The same as in the previous years, this year’s inspection activity of the Czech Trade Inspection Authority concentrated on sale of traditional assortment in the pre-Christmas time. During this period, inspectors focused especially on various fairs, sale of Christmas trees, fish and pyrotechnics. They checked stalls and spots of sale of 377 sellers and found infringements of obligations in 92 cases, i.e. 25% of cases. They imposed 49 fines at the spot in the amount of CZK 68,500. Controls will continue until the end of the year.
23.12.2011 CTIA: Number of significant findings in fuels increased in November (Interim report - November 2011)
(Prague, December 22, 2011) In November, the CTIA inspectors took 239 fuel samples at filling stations on the whole territory of the Czech Republic. 11 samples, i.e. 4.6%, failed the quality standards’ requirements. Laboratory analysis showed deviations in quality in 3 motor petrol samples, 7 motor oil samples and 1 mixed motor fuel sample. Four samples were examined in a mobile laboratory and after poor quality was detected in 1 sample, selling of motor petrol was banned until remedy. In comparison with the previous month, the quality of motor petrol, motor oil and mixed fuel decreased. There is a suspicion of intended manipulation with fuel in totally 6 samples, i.e. in 3 motor petrol and 3 motor oil samples. The CTIA will keep on checking fuel quality till the end of the year.
20.12.2011 Control of protective glasses for motorists and cyclists (Project's final report)
(Prague, December 16, 2011) There are still discussions about the importance of protective glasses for various activities. However, motorists and cyclists are sure: they cannot drive without any high quality protective glasses. This is why the Czech Trade Inspection Authority focused its project on checking these personal protective tools. All inspectorates of the CTIA participated in the action and checked totally 26 subjects, i.e. the tools’ distributors, during 2011.
13.12.2011 There are risky products in the market, some miss information and manuals!
(Prague, December 8, 2011) It is most probable that there are no parents who would not want the best for their children. The “best” does not always mean the nicest or the most expensive, but above all healthy and safe. Safety is the elementary requirement that should be especially met in products designed for children care among which baby-coaches play a major role. Within an annual control action, inspectors of the Czech Trade Inspection Authority monitor how manufacturers and importers observe obligations provided by the Act on General Safety of Products when placing such products on the market. In the third quarter of the year, breaches of obligations were found in 6 of 39 controls. Four products were taken to laboratory assessments and two of them failed the criteria for general safety and will be filed in the RAPEX system.
13.12.2011 Control of noise emissions from welding generators and electric generator sets (Project's final report)
(Prague, December 7, 2011) The control action was carried out in order to answer the question whether examined welding generators and electric generator sets that are placed on the Czech internal market meet technical requirements of appropriate legislation – especially whether there are products that do not meet basic safety requirements. Totally 69 products of 43 types were checked and deficiencies were found in 6 products of 5 types. Inspectors were shown manufacturer’s technical documentation for 2 products of 2 types without any examinations of noise and electromagnetic compatibility and another product was distributed without any marking on guarantied acoustic performance, i.e. they did not meet technical requirements on products from the view of noise emissions. Other 4 examined products (3 types) were distributed without any attached declaration of conformity. In all cases, obligations provided by the Act No. 22/1997 Coll. on Technical Requirements on Products were breached.
